  6. and determined budget-cutter. Barre, born on
  7. the French dependency of Reunion, was a
  8. liberal economist at the Sorbonne and vice
  9. president of the European Commission 1967-72.
  10. He served as minister of foreign trade to
  11. President Giscard d'Estaing and became prime
  12. minister on the resignation of Chirac 1976.
  13. He built up a strong political base in the
  14. Lyon region during the early 1980s.
